Increase scroll speed in Safari on iPhone 6 Plus

While scrolling down on pages, it seems no matter how fast I swipe down it still doesn't respond and it only scrolls down in small increments. This occurs when using one hand and my thumb to swipe, I noticed if performing a LONG swipe down it's somewhat better but not much.

Is there any way to increase the scroll speed in Safari on a iPhone 6 Plus or increase the lines that it scrolls down on?
